The voucher has to be used for prices in Euros. You cannot use this voucher if you are buying in pounds or dollars. However, you may be able to book your flight using the portuguese website

It is a voucher code so you will be able to put the code into the website by clicking the price breakdown button at the bottom of the page, next to where it says the price after you pick the flights and class you want. You can also use it to buy your accomodation as long as you do it through the TAP website. You can use it for holidays up to august 2023 but have to purchase the holiday by august 2022.
